Mayor & Council Seats
The City of Granite Shoals is a Home Rule City with a Council-Manager form of government. The City Council consists of a Mayor and six (6) Councilmembers who are elected at large under a place system. Each Councilmember occupies a place on the Council and is elected by plurality from all candidates running for the place by the qualified voters of the City.
Positions that are up for election on May 4, 2024 are:
- Brian Edwards, Council Place 1 (One-year term)
- Mike Pfister, Council Place 2 (Two-year term)
- Dr. Steve Hougen, Council Place 4 (Two-year term)
- Phil Ort, Council Place 6 (Two-year term)

Term Information
Each member serves a staggered two (2) year term, thus three (3) of the members are voted on one (1) year, with the remaining members, including the Mayor, elected the following year. Term limits are in place, which means the Mayor and Councilmembers may serve for a maximum of three (3) consecutive terms. Terms served as Council Member shall be considered separately from those served as Mayor; however, no person shall serve more than six (6) consecutive terms as Mayor and Council Member.
Candidate Qualifications
According to the City of Granite Shoals Charter Section 5.02 a candidate for an elective office shall meet the following qualifications:
- Shall be a qualified voter at the time of the election for which they are filing;
- Shall have resided within the corporate limits of the City, or recently annexed territory, for at least twelve (12) months prior to the filing date;
- Shall not, at the time of filing or while in office, be in arrears in payment of taxes or other liabilities due the City after the expiration of thirty (30) days following the providing of notice of any delinquency; (D) No candidate may file in a single election for more than one (1) elective office or position;
- No employee of the City shall continue in such position after filing for an elective City office; and
- Shall comply with all other City ordinances and/or resolutions that may be applicable.
